However, all other organizations involved in a project (recipients) sign a mandate to assign the coordinator the responsibility of playing the role of primary beneficiary. As a general rule, each partner`s mandates must be assigned to the applicant during the application phase. If these warrants are issued at a later date, they must be made available by the time the grant agreement is signed.
